The Board took up business at 9:30 p.m. following the Town Meeting.

Phyllis Bickford, Pleasant St., addressed the Board regarding dead animals in the street.  Specifically domestic animals such as cats and dogs.  She stated that after speaking with several people at the Town Hall, and speaking with people at the State, she was amazed to find out the Town had no policy and had not funded any money to take care of animals that were killed on the roadway.  She specifically cited a case of a dead cat on pleasant st.  The Dog Officer, Bernard DeLory, stated that when he was told of the animal he did pick it up.  Mrs. Bickford stated that that may have been the case, however, the animal was lying on the street for several days.  Selectman Murdoch explained her personal experience dealing with other Towns with a similar issue in attempt to inform Ms. Bickford that it was not only the Town of Hanson that was having trouble funding and hiring persons to do this type fo work.  The Board of Health, all members present, stated that in the past the Dog Oficer has cooperated in picking up dead animals, but there is no one designated in that area.  Mr. Nugent explained that several years ago it was practice of the Dog Officer to pick up all types of dead animals, however, at a debate at Town Meeting it was explained that these duties were not funded and would not be performed any more.  The next Dog Officer that took the position made it very clear that she would not pick up dead animals.  The Board of Health mentioned that there are additional costs associated with getting rid of dead carcasses, which over a period of a year could come to 1500-2000 dollars.  The Dog Officer estimated that there are any where from three to five dead animals on the road in a given week, (dogs and cats).  

The Board of Selectmen asked that the Dog Officer and the Board of Health discuss the issue and try to come up with a policy or resolution and the Board would support any funding necessary at the May Town Meeting and perhaps until then, we could work something through the Finance Committee.

The Board addressed the application from Paul Pina, for amusement devices at his establishment.   After speaking with Pina, Mr. Crowley moved to reinstate the license for existing amusement devices, 2 pool tables and Trivia Whiz(to be confirmed by P.D.)., 2nd Murdoch, 3-0 vote.  Motion by Crowley to expand number of pool tables by one, 2nd Murdoch, 3-0 vote.

Chairman indicated that the Board had voted on October 26 to appoint the Special Police Officers and that the Board would address goals and objectives at the next meeting when a full Board is present.

Motion to adjourn by Crowley, 2nd Murdoch, 3-0 vote. 10:00 p.m.
